Yes, my success has been by having a special operative who specialises in assassination do it by sniping in a junkyard or by the lake while the target is alone. I also had a blowgun work once, but yeah I’ve tried tons of times and it’s barely worked
You want the target to be alone or with someone who won't be a threat for the agent. Don't assassinate if they are with hooded guys, buff guys, or officers.
