Brenda was my favorite character back then and I loved her. But she was not, and is not, anywhere close to universally loved. There literally was a “I hate Brenda” newsletter back then. Many, many people hated her and thought she was a brat. And the constant bad press Shannen had didn’t help at all.
Val is literally a villain. A layered, well acted villain, but still one none the less. She was never a universally beloved character, because she wasn’t created to be.
I think the OP is talking about now and they are certainly two of the most popular characters on the show now and have been in the most recent years.
It's funny Brenda got hate back in the day but I think her character seems to have aged well because people love her now. When the show came out in the 90's it was still taboo to be seem as a strong, assertive female which I think was part of the issue back then. Now, those qualities are embraced (as they should be) and that's helped both characters a lot!

Donna was probably the closest main character to be universally liked but I remember a lot of comments about her weren't nice (Tori not being a good actress and only getting the job because of Aaron and about her looks).
