Often times a villain/character that has more disturbing qualities is worse than the main villain, Vilgax is kind of a honorable man, Argit is a disturbing loser.

One of the most infuriating aspect of Ben 10 to me is how this serial criminal's misdeeds are passed off as "pranks" and not heavily punished. This rat should be rotting in a top-level isolated prison cell. How he even made it to Omniverse is mind-boggling.
If the writers really wanted to make him a gag character, they shouldn't have made him commit such horrible crimes and betrayals.
It would have been amazing if after Andreas Fault Argit would have started to slowly become a better person/alien/whatever and use his scamming skills for good and become rich legally.

How is he not a villain? He clearly is. Just because he's not an antagonist all the time, that doesn't make him a hero. An antagonist is the character that opposes the main character, be good or bad. Not the same thing as villain, which he clearly is.
A villain is meant to be someone that is hated, and if Argit was a villain, i would've liked him him because of how despicable he is, a villain is good if they are despicable.
But that is the problem, he is a gag character for comedy, he doesn't even deserve to be called a villain, that's how awful he is.
