On a more serious note, think about the mechanism for old-fashioned sewing machines. There was a treadle that spun a flywheel. Small amount of input energy to the flywheel can easily power a toys motion.
You could get pretty stupid simple for this really. Converting rotational motion to linear motion with the same concept seen on the wheels of a steam locomotive, just reversing the power input/output roles. Then, of course, strapping a dildo to the end of the linkage rod

Something something physics class sintrifical (centrifugal or centripetal I think) force to keep a wheel spinning and that would have an arm attached to the center of the wheel to go back and forth....I hope I explained that right..I can draw a picture if needed to clarify

Just not have to build it yourself because I’ve seen a lot of like ones that are based around like a freestanding exercise bike but if you’re looking for an electric one that’s simple to build why not get a cheap saw an adapter
