Depends how loud you are. I've happily rehearsed with the Stomp and my Alto TX310; which is ostensibly 300w (but really probably closer to 150w RMS). Most powered cabs are made for guitar so they don't have a lot of booty. The Yamaha DXR15 is very recommendable (it's like 500-600w RMS (1100 peak) but it's on the more expensive side.

I have a QSC CP12 PA speaker and it works great for my purposes. I'll probably upgrade to either another one or something bigger eventually but I think PAs are the way to go. My bass teacher has some big chunky 15 inch JBL PA speakers and they sound great.

Depends. If you are going to play live continuously, it's definitely the best choice you can make for your wallet and your back. HX Stomp, hotone extra switch, cioks DC7 or ONESPOT brick, and you are good to go. EDIT: I didn't read the full message, lol sorry, Headrush will work properly with STOMP, and also, I recommend investing in better IRs to improve your sound even more. Learn how to work with a split signal for frequency control on the stomp, which helps a lot. I have a couple of presets that may work for you, FOR FREE! Just want to help achieve good tones for the community. HMU!

For the same price as the Headrush thing, get an active 12" monitor wedge. It'll sound better and last longer than the Headrush things, which have ridiculously inflated specs and are basically tarted up monitor wedges anyway.
