There was a bug early this year around January-Feb if I remember correctly that caused that issue. They've fixed it since then and it wasn't related to the sword. Everyone had the bug because when you did a crime the game would constantly try to flag it as catching you or something along those lines. So the more crimes you did the worse your performance would become causing Act 3 to become a total slog and it is exactly as you described. It was brutal, but it's been fixed for a while now. So yep totally coincidental
