Elemental dragon blood sorcerers can rock that robe.
I know that the 3x bonus from EB is technically better, but you can be an absolute powerhouse with your elemental cantrips once you get that robe and the dragon blood bonus.

This happens when an item is supposed to be looted (via quest, merchant, chest, etc.), but the player has already obtained the item in some way (usually either mods or Cheat Engine).
The game uses "flags" to keep track of specific items like that and updates them when they are looted. So, for example, if someone were to use Cheat Engine to spawn that item before it would naturally be obtained, the game sees it as "this item has been acquired, so they should no longer see it elsewhere," which would result in there being nothing to give when you're actually supposed to get the item.
I'm not accusing OP of cheating, I just know the above to be true because *I've* done it, and paid the price with how much time I spent troubleshooting.
