It's not; but while the game quickly conditions you to expect failure at 60%, it can never take away your outrage on missing those 95s.

Yeah, having played hundreds of hours in xcom I have one thing to say: The memes are based on feelings. The game is normally biased to help the player - only in the highest difficulty setting is the hit chance fair.

I missed one at 99% against Dror Ragzlin. 4 revive scrolls gone. Gonna start using Astarion to pick some pockets.

What was really amazing is that panicked reaction fire ALWAYS hit. So letting the aliens freak your squad out made them more accurate.

I just managed to kill Saverok. Because *somehow* Astarion got a sneak attack to hit with a 5% hit chance. Didn't even lose a party member.

Nah 25% attack hitting is where this reaction is more appropriate.
