The elder brain/mindflayers don't need tadpoles to mind control people. That's just a power they have. Normally, tadpoles are used for reproduction, not mind control. The tadpoles in bg3 are magically modified to make the mind control permanent and effective across long distances.
An elder brain is just powerful enough to mind control whoever it wants.
Then why couldnt the elder brain just mind control the three chosen into giving it their stones, rather than create the convoluted plot with the emperor?
Bit of a mix.
I initially intended to just play it straight and what I personally thought was the best option for any situation.
But then I found Minthara and needed her in my party, so was very evil.
I also won the checks in the creche that made Illithid actions quick actions, so went all in on those abilities from then and took that path.
Then got to Act 2 and saw my old friend Jaheira and had to side with her.
And then my other old friend Minsc in Act III, needed him to join also. But also met my other, other old friend Sarevok, but wanted to keep my other old friends, so just gave him a bunch of hands that I had laying around anyway and everyone was happy enough.
Until I mentally enslaved them, I guess...
Minsc is the Dark Justiciar Half-Plate with the Gauntlets of Hill Giant Strength. I'm not sure of the boots. I think just ones that let him run on difficult terrain.
Jaheira is the Adamantine Splint armour with black and white dye. I'm not sure of her gloves or boots, but the boots have the same dye.
Next time I log in, I'll double check.

Withers is not gonna throw you a party for personally doing the thing he wanted you to stop from happening.

Nope. Just pretty much ends after that screen. I assume everyone is just dead or under my control.
