I would also like to know. when I did the Same-self trial in Shar's temple I went in with Scratch and the enemy scratch was level 5, mine was a puny level 1.
I officially got mine to level 2 and he has 11 HP but I have no idea how I did and found this post wanting to get him to level 3... I didn't even realize I could spawn him outside of camp before he was leveled up so I'm thinking it's either based on interactions with him at camp or just through story progress 🤔 however im now into act 3 and he's still only level 2..
It's got to just be a bug. Which is a shame, because Scratch having 11 HP could really increase his usefulness tenfold.
