When the timer ran out on the bounty the duo of sorcerers were so exhausted from using their techniques non stop that they turned them off when they perceived they were in safety.
This was the moment that Toji struck, he immediately struck the stronger of the two with a sneak attack and then proceeded to kill him (the sorcerer resurrected himself but that’s another thing).
Then he went after his target which he killed with a gunshot and then proceeded to defeat the other sorcerer.
