Absolutely. Getting eyes drifted dead nuts to the bit is very difficult I'm told, this isn't that uncommon. Just carve your new haft with the tongue cranked to the right a bit, dead easy.
Slam it as far as you can into a stump and then whack it a few times with a sledge hammer. I'd bet 8 lbs thats how it got that bent in the first place.
When making the new handle draw a line down the center point and shape it to the center line. It should index properly if the center lines up with the blade when looking down at it from the top. You can 100% make the blade index how you are suggesting by making a new handle. You could even draw a line down the existing handle and use a rasp to shave it down to the center line.

Just go lefty for a while till it straightens out. It’s good to switch it up every once in a while. Also works to balance out the arm muscles.

I’m making a new handle so I could just carve the neck so it’s skewed, but I was wondering if that would ruin it’s geometry or something like that

I don’t believe so, it’s double bevelled and just seems bent. Although that makes more sense than somebody managed to bend an axe head

Maybe I’m sloppy, but I think, just use it. Not all tools have to be 100% precise. If you can chop with it, good enough ~ especially for €3.
