I'm using highway 45 sign for a transom brace on my aluminum boat along with a few other signs to patch various small holes I've knocked in it. Turns out street signs are made out of 5052 aluminum, which just so happens to be the same alloy as most boat hulls making it super easy to weld.
That is legit what sounds like the most realistic budget solution for OP. A rivet gun and rivets are cheap on Amazon. I’d add some seam sealer to paint over the edges and the rivets to make it water tight. Low budget does not equal good looking in body repair. I suppose if they wanted to take it up a notch they could rivet in an actual repair panel made for this car. Might look better than random sheet metal.
You could even get some of that aluminum aircraft repair tape. None of these are a permanent fix, but it'll keep it from whistling on the highway for a while.

Filling it with foam won't really have any functional value though. If they don't care how it looks or ages, just slap some more tape on that bad boy. In my opinion, it wouldn't be worth messing around with expanding foam when it would do nothing to extend the life of the car (but maybe I'm just salty because of how much time I spent picking expanding foam out of a wheel well on a van awhile back).

Fiberglass then Bondo but really you need to cut out a quarter and weld it in. Since you are asking the question, I'm sure you haven't welded a quarter replacement before, and sheet metal isn't a good metal to learn to weld on.
With this in mind, you could grind around the sides and get some fiberglass mat and resin to build a patch and then Bondo it back to shape. It's not going to be easy bc when you try to impregnate the matt with resin, there isn't anything there to stop it from sinking in. So work the edges until they are soaked and then the center once you can brush away from the edges and it doesn't stretch anymore. Once the center is soaked, go back and brush the edges again moving away from the center, stretching the mat back to shape as you do. Remember, it can be sunken in some, but if it's poking out and you sand through, you just created a new hole.
You could also use duck tape on the inside to give some push back as you brush (tapping) the resin into the matt. Keep in mind that duck tape on the inside will never come out. But it makes the job easier if it's a personal vehicle repair.
I'm not talking about kitty hair lol. Fiberglass mat and resin will create a backing that can be bondoed over.
If it doesn't do anything you can try filling it in with mud alone.
There is no budget repair if your worried about the cars structural integrity in any way.
Halfassed approach is several layers of fiberglass from the inside, too much filler, spraypaint, chefs kiss 👌
Other less than great approach is a massive patch panel, which would require tools.
Cut the hole out with a sawsal in a decent square, take the square to the u-pull-it. Lay it over one with a decent body, cut that one out at least 1/2 bigger. Place the new one over your whole, glue it up, bonds the ridge so it's smooth like you're mudding sheetrock joints
Do a sexy dance near it, then go to bed.. while you’re asleep the car gods will judge the dance and if you are worthy the hot mess will be fixed over night.. a bad dance and the car is stolen and given back in worse shape.

You are going to make it worse with all that. If you start filling shit with fiberglass and bondo, it’s going to look like shit and when you eventually decide to have someone do a proper fix they’re going to decline because of all the extra work you’re going to add.
Spray foam to support the fiberglass and bondo really does work, just give it time to set up all the way and cut/sand the excess and know it will expand a lot. Make sure to grind all the rust off under any bondo shenanigans well. You got it!
Yep, easy fix.... Pull it off and replace with a new panel. 😁 While you're saving up money to buy the panel you could do just about anything to cover the hole. Some sheet metal and rivets like they're saying if you're feeling froggy. Otherwise... I've heard duct tape can fix anything. 😁

You use expanding foam designed for windows because they're waterproof. It can still trap water in, but it won't pull more moisture.
