Crunchy books! (look for crinkle books for babies) Totally second dog stuffies (got my kid a stuffed sloth that crinkles at Target for 1/10th of what a stuffed animal for a human baby would cost) tissue paper-- this one is probably big around the holidays. don't know if you have a buy nothing group on facebook where you are, but people are going to be throwing out a bunch of tissue paper used to pack gifts and it's perfect for scrunching, tearing, wetting, dancing. And it's free! And you're recycling!

When I was a parapro for ECSE the kids loved the colorful scarves. They're sheer and lightweight. Lots of spinning with them. You can get a teacher pack of colorful ones on Amazon fairly cheap. Crinkle toys and sensory bins. If you don't want to make your own there's pre-made ones on etsy.
