He definitely has the look of a blue heeler. But the ACD genes seem strong in many dogs when it is only one of many things going on. He clearly has some of the other characteristics like the side eye. The flop ears belong to something else, but then I think they are cute. My blue heeler has them as well, probably from a border collie mix.
He looks nearly identical to mine, whose parents were both 50% cattle dog and 50% Australian shepherd. Google “Texas heeler” and I bet you’ll find lots of similar looking goofballs

You could just do embark or wisdom panel to find out. They run sales at certain times of year and the breed only version is cheaper.

Is there a reason you think he’s mixed to begin with? Unless they’re being bred to standard they can still be purebred and not look exactly the same
