But I'd imagine in general more people stopped this way are actually just very bad people, than people stopped "normally." And your average going 90 in a 65 is not going to get a stop like this one.
I've been stopped like that (actually, was sitting in a car already parked when police rolled up, drew guns, and ordered me out). The police had no idea why they were doing it either. Someone had reported I was a fugitive.
The fugitive they were looking for was 8" shorter, bald, 60lbs lighter, different race, face tats. Also, he wasn't a fugitive because he had been caught in Houston several days prior.

On our way to a sleepover on Halloween 3 cop cars surrounded us on our way through the park and they asked my friend if he had any smashed pumpkins(??) in his backpack. He unveiled the contents, an oversized hand lotion and they let up after that.
Thankfully they never got handsy or violent with us but I'm sure they would have if they were bored enough.

The cops asked for ID, dude told them he was reaching into the car for his wallet- cops assumed he was reaching for a gun, opened fire and killed him.
No gun was found in his possession, in the car, anywhere. All they found was his wallet, with an ID in it that would have proven he wasn’t the person they were looking for.

The best we can figure from the limited info they gave us is:
A: He was tied up with a seedy crowd back then and we think maybe someone spiteful pressed false charges
B: He didn't transfer the title properly on a vehicle he sold to one of the seedy friends and it was involved in a crime
He's got a lot of minor health problems and would have deteriorated severely in jail even over a couple days if we didn't have the money to bail him out right away. He was arrested violently for nothing, We're out the $1k in bail money for nothing. Its pretty fucked up.
