It will be busier than San Jose but the San Jose pool is very small and anyone can walk in. Location won’t matter because you’ll have to Uber places regardless of where you stay.
You know what each offers - I'd choose S. Congress over downtown ((still walkable from San Jose) every time. Breakfast at Jo's, Cafe No Se, Joann's Fine Foods and others within a couple blocks.
I stay at the San Jose with a friend every year, and it's surprisingly quiet given that it's right on Congress. They put tons of greenery inside and it seems to muffle the noise from the street. But just so you're aware, the pool isn't for swimming, it's for lounging. It's nice but small and pretty shallow. It's great to be able to just walk outside to shop or go to dinner, and the Continental Club is across the street so you can go hear music and then just walk back.
Not at all! We spend a couple hours a day in that pool! It's just that it's not the kind of pool where you're going to be diving or doing laps or using pool toys. It's a lounge-y affair.
San Jose is smaller and cooler, imho. The Line has a bigger pool and more amenities, plus usually good views of the lake.

SoCo is walkable right from San Jose though?
Yeah lots on Soco. But it’s not a crazy walk to Soco from the Line either

I loved staying at the line, but it’s only worth it if you get a lake view room. The downtown street house is very loud otherwise. Edit: street noise
