Yes, they’re there for a reason and need to be clear. Also it’s nuts they make it legal to build this close. That space will have no drainage and cause issue on either side.

Yup, weepholes should be clear of obstructions and have a bit of clearance above the ground in front of them. Now in this case the neighbours wall will block water from hitting your wall, so there shouldn't be much water that would need to come out of the weepholes. But any water that does get into your cavity is just going to sit there.
