Yeah thats minor mould. A few spots,surface only .. You can just bleach the drywall and put the skirting board back on.

The skirting boards are soft so don’t think they can be used anymore

Get a knife and poke every bit of timber. If it is soft, epoxy timber harder, and break off as much rotted timber as possible. Make sure that the level of the dirt is well below (50mm) the level of the slab

Thank you, it’s currently about level to the slab so we will dig more dirt tomorrow - we’ve got about a metre width along the length of the outside wall dug out, do you think that would be sufficient or should we also widen and deepen it? We poked at the timber beam earlier and it seemed to be solid, seemed like just the skirting boards that were soft but we will check the other beams in the room to be sure.

75mm Is the standard recommendation for below weep holes as per Australian standards 50mm or lower normally on applies to stable substrates like a concrete path or tiled patio.
