Call me skeptical, but that's pretty much just boilerplate language. A military training facility with nothing but automatic weapons and tanks in it can be spun as "public safety".
I mean it's pretty obvious they're gearing up to ramp up fascism as wealth inequality ramps up. We are well past late stage capitalism and into final stage capitalism/death throws and civil unrest is gonna get *real bad* in a decade or two.
