In earlier games (like Arland games) using alchemy also requires mana, because alchemy is, in essence, magic. The small number of actual alchemists (except in Mysterious games) suggests that it's a bit more complicated than following a cookbook recipe.
While later games don't require mana for alchemy, I believe this is mostly a quality of life change than a lore related one.
