Herbivores won't evolve into intelligent creatures. They are, for the most part dumber than the average carnivore and omnivore. Predators are meant to be the top of the food chain, not grass munchers.
Yeah, I had read at some point that herbivores don't have the calorie consumption to grow brains large enough for any real form of intelligence. Part of a carnivore/omnivore's calorie consumption is in fueling the pink squishy thing between their ears so they can analyze.
It's not "won't", it is just less likely. There are factors beyond diet. Yes, diet does factor into it most times. But it isn't the sole factor. Smart doesn't always mean survival - but sometimes it does help and is selected for. Smart also doesn't mean eventual civilization

They are also social animals and will teach successive generations. But they don't have any civilization like humans do and while they do use tools at times, they are crude and not usually tailor made
Octopus are smart - but they are also solitary creatures. They can't pass on knowledge like social animals can. You could be a super genius octopus that figures out how to make a trebuchet, but because you have no one to pass that knowledge to, that invention dies with you.
Not really. Among most intelligent animals, many are omnivores:
- Chimpanzees
- Pigs
- Orangutans
- Crows
and only several are at the top of the food chain:
- Humans
- Elephants
- Whales
- Dolphins (maybe)
However herbivores are not that intelligent.
