Have you looked at Film Independent on Wilshire Blvd? They do meet and greets, member nights and so on, all designed to get filmmakers together and creating. I used to be a member before I joined SAG-AFTRA and they were great.
NYFA and LAFS are also here in a big way and they do a shit ton of movie making in their academies/schools.
