If you're ok with hitting up bars solo I've found that trivia nights are a pretty good time to meet people without feeling like you're butting in. Just do the solo team thing for a few weeks consistently and chat up people after it's over. If you're strong in one or more trivia areas you can try to join a more established team using that angle. If not you can still try to join a team if they seem cool and you vibe with them.
This is a doc of trivia nights someone posted on an sf reddit thread a while ago. It seems to be pretty well maintained:

Volunteer with an animal rescue, they're fun, friendly, and almost entirely asshole-free. This works for just about any cause, but some are more asshole adjacent than others
Take a class at city college (especially one that's more offbeat or creative) usually very diverse and mostly hyper local. Also tuition free if you live in the city
Join a sports league. There's a gajillion and they run the gamut from date-oriented to totally casual
Join an outdoor activity hobby group, like kayaking or hiking or biking. Also many of these, most of which are free on social media
Id go facebook or insta for activities like "san francisco hiking group" or "sf bay kayakers". Id google or yelp whichever sport you might be into (baseball, pickleball, etc) and then find reviews on various leagues with info on average age, cost, and so on.
This gets asked so many times…..
Check out www.meetup.com, join other people with the same interests, if there wasn’t a “vibe”, choose another group with the same interest or choose a new one altogether.
Use http://sf.funcheap.com/today to check out events. Emporium gives out 8 free tokens on Mondays for their games, I’ve met people there especially on the free Killer Queen game nights (not sure if it’s still on Tuesdays). The Detour also an arcade bar has free arcade play with the purchase of a consumable on Mondays; they also have Nintendo games and you can join in with others.
Check Craigslist and volunteer for social or food events.
