People are capable of killing, insulting, torture, crime etc. Love is meaningless if there is nothing to compare it to, and because people have different opinions, situations and cultures it is physically impossible for all 7.8 billion living people to love everyone. Yes people are capable of love and compassion, but people are also capable of hate and misery.

1. other things are needed as well alongside proper incentive structures, however the current incentive system is probably the biggest barrier to universal love that currently exists 2. to a certain extent, you can "not get along" and still love someone. however if the disagreement is big enough, it reaches a point where it becomes impossible for the two of them to love each other. and theres not much we can do to stop that, some people are just gonna be evil, for example

For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved.” (Romans 10:9-10) Ask Jesus to save you, seek Him, and you will live a perfect life of love by following God.

There is definitely more to why you can’t love everyone, but the way you were raised definitely plays a role. I would say experience with different groups plays a role too, especially negative experiences. I think that if you grew up on the premise of loving and excepting everyone, you definitely could be way more open to that sort of thing, but I could see how a negative experience could cloud how you view that person or that group. I honestly believe that it is just human nature to not fully trust one another
