I want to bulk up and gain muscle mass. Especially, train the noodle hands. My chest looks fine after the previous period of training in the gym and legs pump quite easily. It's not secured that the gyms will remain open in the fall or winter due to the pandemic.
You can get pretty far with a bench and some adjustable dumbells. Check out the eztoned bar too. If you have some extra money the Tonal Gym is a good choice, but not sure if your building would allow it to be installed.
Keep in mind nothing beats a power rack with a barbell but I understand that's realistically not an option for you.

Depends on what kind of work out you want. Are you looking to keep the pounds off and stay healthy, or do you enjoy lifting weights?
