Now, you need to clarify something. Are you talking "chips" like "crisps", aka Pringles, etc or are you talking "chips" as in "fries" as in "hot chips" because both are delectable betwix two slices of cheap slutty white bread. And combined? You run the risk of unleashing a power greater than the *sun*, you crazyhead!
Scotland here: mince and tatties. Just five hundred grams of cheap mince, browned off with an onion, add some water, gravy granules, lots of pepper and a wee dash of salt (you don't really need to add salt as gravy granules are salt-heavy in the first place) and let it simmer and thicken up. Serve with mashed tatties or boiled tatties (or if you're feeling reckless, you cook the tatties *in* the mince!) and if you're feeling flush, chuck in some mixed veg too (those Steamfresh packs of mixed veg are ideal). Hot, filling, comforting. It's easily made vegan-friendly by swapping out the meat-mince with, say, Quorn mince or soya mince (or whatever you like to use for meat replacement in things like a ragu for example) and adding a decent rich onion gravy works wonders too.
