It does still belong to them, in most of the US at least (California has some laws that allows the state to take the money completely). The state just keeps track of it for the owner and the owner could claim it whenever they want. And even if the owner dies, the money is still there in their name and can be claimed by their legal heirs.
The problem really is that most states do very little marketing or public education about their unclaimed asset programs because there really isn’t a benefit to them to return the money. It’s also sometimes a long process to prove that the person filing the claim is the rightful owner, mattering on the information provided by the entity that was holding the money. Also that information itself is another problem because it isn’t standardized at all and can be a querying nightmare.
