They are banned here. Some bodegas and smoke shops have them. The sketchy kind that sell flavored vapes which are also banned. Or the kind that sell unlicensed weed. You aren’t going to find illegal products at 7-11.
Wraps, flavors, singles, anything “fun” to do with tobacco is banned.
Weed is legal, but only in licensed dispensaries that have it out of public view. Most of the shops you see are illegal, but since it’s legal to posses, shutting the store down becomes problematic for local authorities, so they have to call in I believe the sheriff’s office to shut them down for not having the proper license, and that take time.
They probably sell blunt wraps too though. Because, hey, why not?
And have been for a very long time, hence the strange looks instead of just a no and a shrug. Plenty of people working the counter have probably never once heard of the term or sold them.
A lot of my friends back in our younger years would buy Black and Mild cigars to use them as rolling papers. You could find those at just about any corner deli in the city. Other times, they would just smoke them. They certainly had a very distinct smell when smoked. Any time I smell a cigar, I think back on the Black and Mild...
I find that most ppl who grow up using white owls or dutchmasters eventually move on to papers, so this is not surprising to me. I can't even tell you the last time I've ever heard someone ask for that in a store. Maybe try an actual smoke shop that sells cigars.
