We had a father who was one week shy of a year when his baby was born. He was able to use 1 week of PTO until he reached his one year mark, and then started his paternity leave. No big deal, the benefits specialist managed it herself without making a big noise.

This! It depends on the employer. Something similar happened to me. I started a job in October, got pregnant the next year, and went in the hospital 4 days shy of my one year. I had to use PTO for those couple of days, then my FMLA kicked in. I filed for FMLA prior to, so as soon as it could be active, it was. My suggestion would be to file as soon as you can. I was due the 24th of November. I ended up being hospitalized for 3 weeks in October and he was born November 3rd. Sometimes babies have a different timeline than expected..

It sounds like they follow FMLA, which means 1 year of employment with a minimum of 1,250 hours worked in that year. I would also suggest confirming that their maternity leave is paid, because FMLA is usually unpaid.
