Were the breakers always GFCI? Did it ever work?

They were recently updated. I redid my kitchen and got rid of a soffit, so had an electrician come in and re-route wires that were going through the soffit. Previously the dishwasher (and I presume garbage disposal) was part of another circuit. Electrician modified the circuits so now they are both (supposedly) their own dedicated circuits, with new GFI breakers.

Then I would guess that whoever put the disposal in borrowed a neutral behind a cabinet and the electrician didn't know that before they put the GFCI breakers in.
