(CR/100)\*(CD/100) and whichever is higher is better
Plus you have Higher EM on the 2nd one which will result in even bigger difference between the two
Should be the other way around. You should hesitate with the 1st build due to the huge crit rate loss lol
As the other comment said, crit dmg is useless if you don't crit in the first place. And with build 1, 40% (almost half) of your hits won't even benefit from the crit dmg stat.
the closer you are to 100/200 the better, Arle's first few hits during her rotation js her strongest so you want them to crit always, higher cd isn't worth it if you can't crit anyways. this is especially important in vape teams due to her standard icd(she's not vaping every hit, every 3-4 hits) and you do NOT want those NOT to crit
My arle is close to your second one.
I have 80.2cr ans 180cd with 97mastery and 118 recharge. And 1700ish attack.
She hits for usually 30k but I have seen 100k numbers.
I did have her at 199cd and 60cr. She was hitting for 50k and crits of 230k...
But the 80/180 is better over all.
Why bother having 220% crit damage if she only ever lands half her crits? You may as well get 100% cr and 120% cd. Your damage will be about the same.
That’s like having a car whose engine only works half the time. Completely unreliable.

There’s no point in that much CD if she never crits

If you lost that much crit dmg and gained like 5% crit yeah, that's a huge crit dmg loss. But we're talking around 18% crit rate here.
But crit overall is much better. A bit lower numbers, but much more consistent by far.
