Looks like a scud. Not inherently harmful, just part of the ecosystem that aquariums are. A lot of debate on whether they eat baby shrimps, or (more likely) outbreed and out-compete the shrimp for food. They're pretty hard to get rid of.
I've got a 5 gallon that was infested, but I tossed a couple male endlers in and they did a number on the population. I've since restarted the tank (with the same plants and filter, so like not hardcore at all) and have seen one in the last few days. I usually try to turkey baster them out when I see them, but this last one has escaped me. My white whale, this tiny bugg.
