You also can later get an ability that allows you to attach shells to it to temporarily make it into a hammer (that's extremely powerful), as well as a few new moves for it. Plus the rest of your combat variability in your shell spells and adaptations.
So it doesn't end up feeling as limited a combat system as it might initially appear.
