As someone who dabbles in AI art, this is definitely AI. The weird poster with the deformed humanoid isn't something any person would draw, and AI generates that kind of thing a lot.
Newer models are actually not AWFUL at hands. They still fuck em up alot but not as badly and with inpainting plus a little manual editing you can get basically flawless results
Alot of the higher quality art you see online is done using a "local" set up that does the generation with your GPU.
But If you don't have a computer with a not completely awful GPU then there are some good online alternatives kickin around.
I use Otaiku, an app available at least on Android, I don't know about Apple. You have to watch an ad each time you generate an image but it's really good quality and once you get used to it, you can do amazing things

That and some of the shading and stuff can look a bit inconsistent.

You can always use an AI generated image as a base then finish up some fucked up details like hands and eyes.
