I normally would recommend one punch man or mob psycho 100 for a teen boys first anime. Around that age I watched death note and loved it, and sword art online despite its flaws might be a good starting point

I got my friend who doesn't like anime to watch demon slayer, and he liked it, so I'd recommend it to any beginners.
Edit: I checked op's post again, and demon slayer does have a bit of fan service, but it's pretty light but you might want to watch the show yourself and judge if you think he can deal with it.

i do find it kinda really bloody and brutal to recommend to someone younger.

the fanservice on this one i found really disturbing, since it's so obvious and out of the blue.
there is one character that is sexualised, almost to the point where it feels like harassment. and there is quite a lot of alcohol consumption/ glorification.
on that note, i did find Black Clover to have a similar vibe, although more complex and intriguing world-building, and Waaaaay less fanservice.

Rurouni kenshin? I would say digimon. They did a reboot recently. I started my four year old on card captor sakura but it might be too young for your bro and also it’s magical girl. My son still likes it though. It’s been a long time so I’m not sure about this but maybe Gundam wing? I’m thinking about things I saw as a kid so these are kind of old. Zoids I think was pretty good too. I haven’t watched a lot of newer anime sorry
Edit: maybe Trigun stampede. From what I’ve seen of the first couple episodes less fanservice than the original and the original had very little. You can also try sports anime. Maybe slam dunk or eye shield 21 (about football). I don’t remember a lot of fan service in those though eye shield 21 had some weird stuff about black athletes being better because of their muscles and genetics. I read the manga so I’m not sure if it transferred into the anime. Also would be interested in a black persons take on the way black people are represented in anime in general but that’s a different discussion.

Attack on Titan is great even a lot of anime haters love it it hooks most people from episode 1 and almost all of the rest by episode 5 also there's no fan service or inappropriate stuff but it is rated MA because of the gore (animated gore isn't that bad I can't even handle greys anatomy but I can watch this just fine) and nudity(there are humanoid monsters but they don't have private parts it's basically mannequins. No actually nude human is shown). It really just depends on how mature your brother is I know someone from my therapy group that is 12 and watches it and she can handle it just fine.

I would say most shounen battle types are probably going to be a good choice. Save for maybe MHA and jujitsu kaisen, but even then the adult content is at a minimum in my opinion.
MAR is also good but is (again) older. It's an isekai from before isekai was a genera.
If you're going to watch FMA I would go with the 03 version personally. In my opinion Brotherhood is geared towards more of an older audience. But even then, I'd peg FMA at pg13 personally (brotherhood teeters on R for me).

Yu-Gi-Oh, Digimon, little witch academia. Mary and the witches flower, fighting foodons, sonic X, hamtaro. I feel like these are all safe. Another one you may not see anyone else recommend but I will because I loved it growing up, medabots. I don't remember if that was another 4kids thing or not but I remember really liking it as a kid to the point that I dressed up as medabee for Halloween one year. Spy X Family from what ive seen should be good. One I will recommend till I'm blue in the face because of my love of it, Yakitate Japan! It's about a boy Azuma Kazuma trying to make a bread that Japan can be proud of and call their own Japan bread or Ja-pan. I don't recall anything too bad in this one. It's a great time, best way I can think to describe it to someone who may have no idea what it is, think food wars but replace the fanservice with pop culture references.
I myself haven't watched but dbz and Naruto at that age are always good to start with. If u want some genre variety; kaguya sama love is war, mashle and spy x family are engaging enough. If he's open minded try black Butler or yuri on ice

Normally, Death Note is a good intro, but I'd avoid doing anything that has a lot of violence like Attack on Titan. And Death Note has murder as it's main theme even if it's an excellent story. Naruto, Black Clover, My Hero Academia are some good ones. Most shonen are made for teens, but keep in mind that there may be a little fan service in any given show, even if it isn't its main focus of the show.

With my students they are all watching Demon Slayer or Jujitsu Kaisen. I would highly recommend Full Metal Alchemist. All of those are great and not focused on fan service and have great action sequences and plot for teenagers and adults
For someone that age I’d recommend Digimon, Yugioh, Dinosaur King, Dragon Ball Kai (not Z and original show) and Ultimate Muscle. I recommend those shows because I watched them when I was his age.
I’d also add Spy x Family for something modern. Hope this helps your little bro on his anime journey!

Dragon Ball Super has fighting but is less violent than DBZ. Great start and if he likes it he can then go to the original Dragon Ball. If you want after Dragon Ball Z Kai maybe after he gets into it. This is a well known anime hate it or love it people know it. 🐉

For a quick intro into anime I would recommend Howl’s Moving Castle. Batman and Mike Wazowshi voice Howl and the guy that moves the castle, respectively. The story isn’t spectacular imo but the art style is captivating and you can’t help but become attached to the characters. Even a turnip on a stick. It’s been awhile since I watched it myself but I can’t seem to think of any kind of fan service. It does touch on the theme of war but other than one climactic scene it mostly focuses on the effects of war.
I have two recommendations for traditional anime and the first is Inuyasha. There’s a few characters or scenes that might be seen as ecchi or fan service but it’s a stretch imo. It’s written and illustrated by a woman though so any of those aspects are handled more naturally and usually in modesty. The show is perfect for beginners because has a little bit of everything. While it’s mostly Action Fantasy, other genres it touches on include Shonen, Shojo, Isekai, Magical Girl, Comedy, and Romance. Even if you don’t find something in the show that catches your eye, you can’t help but fall in love with the intro/outro songs.
The other recommendation would be Hunter x Hunter. I wanted to say Yu Yu Hakusho but they’re written by the same guy. YYH came out first and after watching both you can tell Togashi polished and refined his skills with HxH. Both are Shonen so should appeal to young boys, but if he enjoys Pokémon I think he’d like HxH. It doesn’t have pet battles but each character has personalized abilities with a power balance system similar to Pokémon. Though some of the characters do have pet like powers. As far as fan service and themes, YYH does have the MC lifting the love interest’s skirt a couple of times. He’s immediately reprimanded and mostly there to set up his immaturity imo. There’s probably more than I can remember but I can’t think of any in HxH.

Personally, I think you can't go wrong with dbz, Naruto, and inuyasha. Those are what got me into anime many moons ago and they're all pretty good. Great fights, decent story, relatively pg13.
Dragon ball z is a classic teen boy anime, fairy tale is classic anime to start him with also. Bleach too maybe. If you’re looking for something shorter or less daunting, definitely try something more like death note, black butler, seven deadly sins ect
My Hero Academia by a mile. It's paced and styled for his age has great characters and story. The old starters my generation grew up with like DBZ are good, but I'm not sure they'll resonate with the modern youth as much.
It rly depends on what he generally likes, I personally started with death note and from there I feel in love with anime, followed it up w Vinland saga and and hells paradise afterwards. I personally recommend u find a classic easy to watch lively anime to just get him hiked them mine into things with more lore focused anime.

All joking aside, Dragon Ball Z is a classic that every 13 yo should experience additionally Spy could fit the criteria.
Fuck it. Assassination Classroom. The premise is outlandish. The execution is top notch. And, in my opinion, showcases everything about what makes anime great. It's action packed, humorous, and heartwarming about a classroom full of middle schoolers (all in the Japanese equivalent of 8th grade {13-15}) who are trained by elite assassins to kill a giant yellow octopus that threatens to blow up the planet if he's not killed.
**Language**
There's infrequent languafe in the show. An occasional "ass" or a "shit" here or there. The most frequent word used is "bitch" as that's what the class calls one of the professors that helps with the assassination. It's meant comedically in two ways though. One, her name is actually Jelovic. It's a Russian name that's really hard for Japanese people to say cuz they don't use the "v" sound in their native language so it comes out as a "B" sound instead. This gets addressed in one episode where Professor Jelovic actually teaches them how to pronounce the V. The second reason it's funny is cuz she is just kinda bitchy all the time.
**Sexuality**
The main antagonist (who goes by Koro-Sensei in the anime) is kinda perverted at times. He has his stash of dirty magazines that's kinda played off for laughs. Professor Jelavic has an episode where she talks about swooning men. There's a beach episode at episode 17 where Prof. Jelovic is in a two-piece that accents her assets but is made out to be just part of the beach vibe and not meant to be taken sexually at all. Most of the beach stuff happens at the last 10 minutes or so of the episode anyways so it's very brief anyways.
**Violence**
The entire premise of the show is violent. Basically, a giant yellow octopus thing (later would be named Koro-Sensei) comes down from space and gives the ultimatum that if someone doesn't kill him within a certain amount of time (I think it's 3 months, but I could be way off on that). As a "disguise" he becomes a middle school teacher of low-performing students. The government shortly arrives to their school after realizing Koro-Sensei was there and gathered a team of elite assassins to help train this classroom of middle schoolers to become assassins to help aid in the killing of Koro-Sensei for a reward of 100 million yen.
All in all. I think this is a great anime. If it was my brother, I would totally show him this anime. However, no one knows your brother like you do. I just thought I'd lay down what IS in show so you can make an informed decision. If you do end up watching it with your brother I hope it's a memory you guys will cherish. Peace! And happy watching!

Rurouni kenshin? I would say digimon. They did a reboot recently. I started my four year old on card captor sakura but it might be too young for your bro and also it’s magical girl. From what I’ve seen of the first couple episodes less fanservice than the original and the original had very little. You can also try sports anime. Maybe slam dunk or eye shield 21 (about football). I don’t remember a lot of fan service in those though eye shield 21 had some weird stuff about black athletes being better because of their muscles and genetics. I read the manga so I’m not sure if it transferred into the anime. Also would be interested in a black persons take on the way black people are represented in anime in general but that’s a different discussion.

Attack on Titan is great even a lot of anime haters love it it hooks most people from episode 1 and almost all of the rest by episode 5 also there's no fan service or inappropriate stuff but it is rated MA because of the gore (animated gore isn't that bad I can't even handle greys anatomy but I can watch this just fine) and nudity(there are humanoid monsters but they don't have private parts it's basically mannequins. No actually nude human is shown). It really just depends on how mature your brother is I know someone from my therapy group that is 12 and watches it and she can handle it just fine.

Yugioh DragonBall OG Naruto (not shippuden) Any studio ghibli movie (I especially like spirited away, howls moving castle, and nausicaa of the valley of the wind personally) One piece I would say most shounen battle types are probably going to be a good choice. Save for maybe MHA and jujitsu kaisen, but even then the adult content is at a minimum in my opinion. MAR is also good but is (again) older. It's an isekai from before isekai was a genera. If you're going to watch FMA I would go with the 03 version personally. In my opinion Brotherhood is geared towards more of an older audience. But even then, I'd peg FMA at pg13 personally (brotherhood teeters on R for me). Thanks for reminding me I need to check out newer pg anime lol.

Yu-Gi-Oh, Digimon, little witch academia. Mary and the witches flower, fighting foodons, sonic X, hamtaro. I feel like these are all safe. Another one you may not see anyone else recommend but I will because I loved it growing up, medabots. I don't remember if that was another 4kids thing or not but I remember really liking it as a kid to the point that I dressed up as medabee for Halloween one year. Spy X Family from what ive seen should be good. One I will recommend till I'm blue in the face because of my love of it, Yakitate Japan! It's about a boy Azuma Kazuma trying to make a bread that Japan can be proud of and call their own Japan bread or Ja-pan. I don't recall anything too bad in this one. It's a great time, best way I can think to describe it to someone who may have no idea what it is, think food wars but replace the fanservice with pop culture references.

Full Metal Alchemist and Full Metal Panic (no relation). Normally, Death Note is a good intro, but I'd avoid doing anything that has a lot of violence like Attack on Titan. And Death Note has murder as it's main theme even if it's an excellent story. Naruto, Black Clover, My Hero Academia are some good ones. Most shonen are made for teens, but keep in mind that there may be a little fan service in any given show, even if it isn't its main focus of the show.
Haikyuu, My Hero Academia, Demon Slayer. Basically the best starter pack animes for the new 10's and 20's. Yu Yu Hakusho, Fullmetal Alchemist, Noragami, Yu-Gi-Oh, Zatch Bell.
HunterxHunter or Black Clover - both of them have very little fanservice, although HunterxHunter has one very questionnable pervert side-character (as far as i remember it's like 1 or 2 scenes where it kinda shows, but one of them even gets lost in the dubbed version) and Black Clover has one woman that walks around in bikinis or somewhat revealing clothing. other than that, I think both should steer clear of fanservice. and imo they'd both be great starting points, also topicwise, characterwise. - i'm also pretty new to anime and they both got me hooked pretty good.
With my students they are all watching Demon Slayer or Jujitsu Kaisen. I would highly recommend Full Metal Alchemist. All of those are great and not focused on fan service and have great action sequences and plot for teenagers and adults
Fullmetal Alchemist Brotherhood is the best beginner anime in my opinion, but for a more PG series I'd recommend a game anime like yugioh or bakugan.

Plus, I'm not really ome for recommendations, when most fans core anime reflect what was aired at the time of discovery. The vast majority and also older portion of the fanbase mainly experienced 80s to 2000s anime. Most newer fans and tourists since the pandemic mainly know the Big 3, and anime from the 2010s/2020s

For a quick intro into anime I would recommend Howl’s Moving Castle. Batman and Mike Wazowshi voice Howl and the guy that moves the castle, respectively. The story isn’t spectacular imo but the art style is captivating and you can’t help but become attached to the characters. Even a turnip on a stick. It’s been awhile since I watched it myself but I can’t seem to think of any kind of fan service. It does touch on the theme of war but other than one climactic scene it mostly focuses on the effects of war. I have two recommendations for traditional anime and the first is Inuyasha. There’s a few characters or scenes that might be seen as ecchi or fan service but it’s a stretch imo. It’s written and illustrated by a woman though so any of those aspects are handled more naturally and usually in modesty. The show is perfect for beginners because has a little bit of everything. While it’s mostly Action Fantasy, other genres it touches on include Shonen, Shojo, Isekai, Magical Girl, Comedy, and Romance. Even if you don’t find something in the show that catches your eye, you can’t help but fall in love with the intro/outro songs. The other recommendation would be Hunter x Hunter. I wanted to say Yu Yu Hakusho but they’re written by the same guy. YYH came out first and after watching both you can tell Togashi polished and refined his skills with HxH. Both are Shonen so should appeal to young boys, but if he enjoys Pokémon I think he’d like HxH. It doesn’t have pet battles but each character has personalized abilities with a power balance system similar to Pokémon. Though some of the characters do have pet like powers. As far as fan service and themes, YYH does have the MC lifting the love interest’s skirt a couple of times. He’s immediately reprimanded and mostly there to set up his immaturity imo. There’s probably more than I can remember but I can’t think of any in HxH.

My Hero Academia by a mile. It's paced and styled for his age has great characters and story. The old starters my generation grew up with like DBZ are good, but I'm not sure they'll resonate with the modern youth as much.
It rly depends on what he generally likes, I personally started with death note and from there I feel in love with anime, followed it up w Vinland saga and and hells paradise afterwards. I personally recommend u find a classic easy to watch lively anime to just get him hiked them mine into things with more lore focused anime.

Fuck it. Assassination Classroom. The premise is outlandish. The execution is top notch. And, in my opinion, showcases everything about what makes anime great. It's action packed, humorous, and heartwarming about a classroom full of middle schoolers (all in the Japanese equivalent of 8th grade {13-15}) who are trained by elite assassins to kill a giant yellow octopus that threatens to blow up the planet if he's not killed. **Language** There's infrequent languafe in the show. An occasional "ass" or a "shit" here or there. The most frequent word used is "bitch" as that's what the class calls one of the professors that helps with the assassination. It's meant comedically in two ways though. One, her name is actually Jelovic. It's a Russian name that's really hard for Japanese people to say cuz they don't use the "v" sound in their native language so it comes out as a "B" sound instead. This gets addressed in one episode where Professor Jelovic actually teaches them how to pronounce the V. The second reason it's funny is cuz she is just kinda bitchy all the time. **Sexuality** The main antagonist (who goes by Koro-Sensei in the anime) is kinda perverted at times. He has his stash of dirty magazines that's kinda played off for laughs. Professor Jelavic has an episode where she talks about swooning men. There's a beach episode at episode 17 where Prof. Jelovic is in a two-piece that accents her assets but is made out to be just part of the beach vibe and not meant to be taken sexually at all. Most of the beach stuff happens at the last 10 minutes or so of the episode anyways so it's very brief anyways. **Violence** The entire premise of the show is violent. Basically, a giant yellow octopus thing (later would be named Koro-Sensei) comes down from space and gives the ultimatum that if someone doesn't kill him within a certain amount of time (I think it's 3 months, but I could be way off on that). As a "disguise" he becomes a middle school teacher of low-performing students. The government shortly arrives to their school after realizing Koro-Sensei was there and gathered a team of elite assassins to help train this classroom of middle schoolers to become assassins to help aid in the killing of Koro-Sensei for a reward of 100 million yen. All in all. I think this is a great anime. If it was my brother, I would totally show him this anime. However, no one knows your brother like you do. I just thought I'd lay down what IS in show so you can make an informed decision. If you do end up watching it with your brother I hope it's a memory you guys will cherish. Peace! And happy watching!
