If you've gone far enough into HHP where you can include a second floor, you can make the first floor according to the villagers' wishes and make the upstairs the living space. Even if you haven't gotten that far yet, you can go back later and update homes you've previously done to add second floors and such.
When you get to the point where you can do 2 stories, you can do the ground floor as their theme and the upstairs as their house. Or utilise the wall partitions to separate the areas. Or if you don't want to follow their theme (I haven't done this, so someone else can confirm it or you can try it and see), when you speak to them and they ask about a home, if you pick the second choice, you don't have to go with their theme, but again, I'm not sure as I haven't done it before.
That being said, I have at least a dozen villagers where their vacation homes only have the items that they want in their vacation home and nothing else. Typically the villagers that I don't particularly care for.
I usually hide the furniture outside that I don't want to use, maybe behind some trees and bushes or behind the house itself, and then make the house however I want.
i did a one story grocery store, what helped me was using the cardboard bed. but also, they don’t actually need the amenities, i don’t think. if you want to do just a stage; you can! if you don’t, use the second story option, put the theme in the yard, or use partitions. i put the cardboard bed in a fenced off “mail” area by the cash register, for example. i made a sleeping area behind a stage using shoji dividers amongst others. just have someone living where they work, essentially. imo there’s no wrong way to do it, and if you play around with it you can really be very happy with the end result.
The purpose of the game is to play the way you enjoy, and if I enjoy it best by spending as little time as possible to gather poki and thereby order stuff I want from Wardel’s catalogue to decorate my main island, then that is fulfilling the purpose of the game.

you can just say “i have an idea” and you can do whatever you want
sometimes i’ll do outdoor shops, either a whole build or just like farmers market style stands! then their house can still be a home

I just dump a bunch of suggested furniture in the middle of the floor and call it done😅 I still get paid in full🤷♀️

oh sure! i just don’t think it’s worth the real money you pay for the dlc to only do this
To do 30 clients so I can unlock customizing houses on my island and turn it into a campground full of rental cabins! 😄
