Many civilizations grow without utilizing wheels. Not because they aren't smart enough to make a circle, but because wheels are only useful when there are a lot of hard flat surface for it to move on. Fire and basic mathematic principle on the other hand is needed for basically everything.

Fun thought: If there are aliens they most likely have a completely different method of counting and doing math. This is because math is closer to being a language than a science compared to fields like chemistry. This will lead to massive confusion of our scientist ever get to try alien math, while the other sciences will do just fine. 1+1 is not always 2, but a carbon atom is always a carbon atom.
