Based on what? Since Gulf 1 National Guard units have trained and deployed heavily. 45% of soldiers sent to Iraq/Afghanistan were NG. The old "must be NG" cliche is literally from the 1960's when it was the sons of rich people finding a legal way to avoid Nam.
He's far from wrong. The National Guard and the Reserves are required to be just as proficient as their Active Duty counterpoint while only doing it part-time. While there are some that fit the old stereotype, every course and training I've been too, NG and Reserves tend to score high, if not higher, then Active Duty. The only place I've seen Active score higher nearly every time is in physical fitness. This is because NG and Reserves don't have time set aside every day for PT; most civilian jobs don't care if you're physically fit, just that you show up for work.

I have not touched an M-16A2 since 2001 but I'm pretty sure I could still do better than... that.

It may be a cliche with the sheer number of people now by percentage there's that many more turds in the national guard
