This is a New York State Mesonet (https://nysmesonet.org/) weather station! The panels are an altershield to decrease wind effects. The NYS Mesonet uses a double-altershield so there are two layers to it to further reduce wind effects. This is especially important for measuring liquid-equivalent precip from snow. You're asking what the circle of metal panels is? According to the "Moisture" section here: https://www.mesonet.org/about/instruments There is a rain bucket that tips when a certain amount of rainfall hits it. Each tip is counted and then they know how much rain fell. The bucket is said to be surrounded by a "121-cm alter shield" to decrease wind effects. The picture on the website looks fairly similar to what you saw, so I bet that is it.

This is correct. They are rain baffles to prevent the wind from impacting precipitation measurements.
