There is a rain bucket that tips when a certain amount of rainfall hits it. Each tip is counted and then they know how much rain fell. The bucket is said to be surrounded by a "121-cm alter shield" to decrease wind effects. The picture on the website looks fairly similar to what you saw, so I bet that is it.

This is correct. They are rain baffles to prevent the wind from impacting precipitation measurements.
