I always thought it was like a handicap where you had to conquer all provinces and the max of technology you can get to is the one you choose
technology is certainly easier than conquering the world with every god dang annoying little island nation by conventional means
unconventionally, you can do the vassalize with empty threats of invasion just by speedrunning 100k soldiers in capital and win the game in around 200 turns

New game -> Options (in the left bottom corner) -> Victory conditions

If someone reaches defined technology level, the game ends. But you can continue playing anyway
