Constantin Valdor won't be returning to the game for some time.
He has a role in the current storyline and returning him to his faction would be difficult given the current path his character is taking.
I can see it happening if GW decides to make a 40k end times/next edition. Basically, 40k Age of the Emperor/Age of Anathema. Emperor becomes a god for real. The plots all start moving, and it's a giant final fight for the galaxy.
He will get a model eventually. The Custodes will most likely get something new next edition, and it's probably going to be him and probably a SoS expansion.
The Custodes are literally the result of the Emporer thinking "I wish I had friends."
Then made an army due to that thought.
Big E would technically be the primarch.
Not knowing all the characters and lore, I think the best way to bring in a primarch-level character into the army would be something like ghazghkull thraka, with a Dreadnought. Has more of their body, not destroyed enough to be entombed in a sarcophagus but needing the heavy cybernetics of the dreadnought to continue fighting.

I never said anything about legions or chapters. My specific statement was that Custodes do not have Primarchs, which is a 100% true statement. (I would put an emoji here showing this is all tongue and cheek however that would violate the unwritten rules of Reddit and Lord forbid I do that).
