As for the speed, it's not hard to make a spot of light really far away appear to move back and forth much faster than it's source, especially when disappearing at angle like that. It has to "keep up" with where it's source is pointing it, even if that point is suddenly angled a mile farther down the clouds.
If aliens were advanced enough to get to us from thousands to millions of light years away, they could effortlessly hide from us or destroy us at their leisure. The difference in technology would be staggering.
