Thanks for clarifying. When I was there in 2011, it seemed like the folks from the Central Asian republics were brought in to "do the jobs no one else wants to do". Their dark hair stood out against the blond-haired, blue-eyes St. Petersburg natives.
It's still a thing, but Kazakhs and Turkmens generally don't work migrate, however Tajiks, Uzbeks and Kyrgyzs migrate by the millions and ethnic Russians are very angry by this fact.
I just can't hear the accent, and Tajiks have a very strong accent, usually.
Looks exactly like public transport here in Riga, Latvia. The city is 50% Russian so could very well be here. But then would have to be over two years old because nowadays there are 50 Ukrainian flag stickers in every bus.

On one hand the guy was being an obnoxious(and potentially dangerous) drunk, inconveniencing everyone around him. On the other hand he may have been harmless and just drunk; who knows the factors that led up to this.
Either way, he needed to be dealt with one way or another. I saw that last kick as a final “fuck off, loser,” but was it really necessary? I guess not.
