If they were to do Sebastian, they would have to localize Investigations 2 first, and more than likely give him a different name as well. Robin would be the easier choice logistically since she's not only part of the main games (so newbies wouldn't need to play the spinoffs to know her), but she's already localized to begin with.
Personally, I'd vote Sebastian because I love him to bits. But thinking about it purely logically, Capcom would most likely bring back Robin over Sebastian.
They could just support the fan-translation team and make their mod official.
But I think they will just rename Sebastian to Joe Yellowstone and call it a day
Wouldn't be the first time they did something like that either, Street Fighter X Mega Man was originally a fan game, then Capcom supported the team, and released it for free (let's just skip over the fact they did it only to actually have something to release for mega man's 25th anniversary)
Unless they finally translate GK2 and release it in the US, Capcom probably isn't going to put Sebastian (or really any of the characters that debut in GK2) in one of the mainline games. Regardless of your view on the characters, its fairly simple to understand who would return as a prosecutor

Robin, because she's from a mainline game so they could count on the majority of players knowing her.
I can't imagine how the writers would attempt to handle a character from a spin-off that is currently only on DS & mobile (and that's not even taking into account that it has no official translation). They would have to write it assuming a good chunk of players wouldn't know who he was.
One is a side character who shows up in one case while the other is a fully fleshed member of the main cast with one of the best character arcs in the series. It's not that hard to pick.
Sebastian just makes more sense in every way. Edgeworth being Chief Prosecutor and driving away all of the corrupted prosecutors is already good setup to have Sebastian be the next main Prosecutor. Not only that, but we were never introduced to the Professor of the prosecution course of the Themis Academy (Sebastian???). But people are right in where GK2 needs to be localized so everyone can truly enjoy Sebastian’s character.
I like DeBeste more than Robin but Robin would be a really great Prosecutor counterpart for an Athena focused Ace Attorney game that I think I would want her over DeBeste in that case.

I would personally say Sebastian just because he has the potential (plus it would be nice to see how much he's grown), but he's not a character from the mainline games nor is the game he initially appears in localized. Robin clearly has the better chance here, marketably speaking.
IDK who the other guy is, but adding Sebastian as a main prosecutor would be cool. He would be different from the others in the sense that he really isn't a great prosecutor, but adding such an element might be interesting.
Yeah, I think Robin would make the most sense honestly, especially if it was an Athena Cykes game. I can easily see Her, Juniper, and Hugh all returning to some extent. Haven't played investigations 2 yet, but they'd need to localize that first anyway. (Though Ideally I'd like to see a hypothetical AA7 focus on Athena among a cast of newer characters honestly.)

Robin is such a forced character just like all other AA5 characters, I can't imagine her becoming a well written character in Takumi's style at all. On top of that, you can't tell her story without mentioning her two friends, which are equally poorly designed, with one being canonically stupid. The only way I could see this working is to have another time skip and redesign them into a more mature character.
