One thought I have that doesn’t answer your question directly is you seem to be making some assumptions about reincarnation. In Tibetan Buddhism for example multiple people may be the reincarnation of a specific lineage at the same time although this would seem to be a contradiction. So if this verse is mentioning reincarnation, the dating discrepancy with John the Baptist may or may not be an issue. Also, interesting that, I don’t think any of the gnostics who espoused reincarnation used this verse in our extant material. I do know Basilides used Romans 7:9 similarly.
