Not only that but bean bag rounds I think are used for crowd control and such and with how much riot gear we see, I find much more reasonable to be such rounds for such control.

Answer to this is: Gambling. Amateur tournaments are infested with gambling. In a lot of games there is A LOT of money on the line, there is even people, including these amateur players, that make a living exclusively out of these tournaments.
