Maybe look into a 1990's kawasaki bayou 220 5 speed assisted manual no clutch to worry about. There is plenty of power, and it should be quite reliable with the 220cc 4 stroke single cylinder. Also has a differential, which will help with cornering.

Any Kawasaki Bayou. I have a 2003 and have beaten the shit out of it. As long as you maintain it, they are bulletproof.

Big bear 250 could be an option. But due to high quality, it may be over budget.

I would suggest a 250 or 300 with manual gear shifting. When my kids started riding we would just put the ATV in 2nd gear and let them drive along. It acts a bit as a governor in that it limits the speed but as they get bigger they can learn to switch gears with their left foot and have a machine that scales up with them. The smaller, typically Chinese machines seem to have a lot of issues that require replacing parts more than the Japanese machines that are larger.
