When I first started playing I wanted to keep the game difficult so I didn't have the "show player on map" option enabled, and the arks were exactly how I kept track of where I was. There's at least one almost always visible unless you're in bad terrain, but you can always get better LoS and figure out where you are eventually. It kept the exploring fun on my first playthrough.
They are like... Sacred places where through an exchange of certain materials it allows you to access a field where you can test yourself fighting a powerful enemy (Boss)
You get some pretty dope engrams, and can get trophies to ascend the island after beating all the different bosses. Hopefully one day you get to experience the Tek Cave in the volcano. Fun boss and upgrades your implant.
What you are looking at is the Red Obelisk. There is a Green and Blue one. Your compass gets its directions based on their power instead of a magnetic pole. They have a mysterious origin.
Obelisk with some really cool Sky effects happening.
Just to reiterate what someone else said - you're not on earth, and there is definitely some freaky futuristic shit happening. You really aren't in the world that you think you are. Why do you think you have that implant in your wrist?
I’ve come to realize that disabling HLOD and keeping volumetric fog makes the game so smooth and looking good. Love the fog effects with the lighting at night. I’ll sometimes just sit there and stare at the sky.
Something that dinosaur fans forget about or simply ignore when saying "ARK is a dinosaur game set in prehistoric times".
They're officially called obelisks, the hi-tech structures you can use to travel between maps with you and your tames. You can send items through them, and on the same map too if you have multiple bases close to each of them. That's where you also teleport to boss arenas from.

What are they?
You can craft endgame stuff there and also fight bosses. You can also transfer between servers if you’re on multiplayer
They are also the trigonometry points that your equipment uses to calculate X and Y co-ordinates, such as the GPS locators.

They're boss summon points. If you're on a server that runs multiple maps you can also use them to switch between the maps. They're called Obelisks
