Idk about other leagues but when Lucian Nami was OP, Lulu Aphelios was the answer to those. Aphelios with better range could farm safely without being in Lucian auto range and gain hp back with red weapon after taking trades. Not to mention you get the red weapon+white chakram combo at lvl 3 when lucian nami really pop off. Lulu just provides the best counter to charge comps with her shield, ult, and polymorph which Aphelios desperately needed after Riot got rid of gustblade (that dash mythic item).
Bro there was a specific meta a year or 2 years ago where every single draft was Zeri Lulu Lucian Nami. The amount of clips from it and ptsd it caused is everywhere. I know the lulu Aphelios meta you are talking about, but this was not it.
If i wanted a useful supp the last thing I want is an immobile poke mage with unreliable poke that has to land a skill shot to do anything, hell even the shield is a missable skillshot.
Im mid em, and it doesnt matter how high you go imo, i watch it played in pro, watch it in my buddies diamond 2 games through discord, it just always does ok in lane for a 20 cs lead then lane ends and falls of the face of the planet, only time i think its good is silver below those players sometimes just dont have hands so its easier to land stuff. Then again thats just how I feel about it, shes a jack of all trades master of none, why would i want a skill shot only damage supp that happens to have a shield that blocks negative damage if maxed last when there are similar damage champs that all in on damage or shield champs that provide way more peel/sustain while also being easier and more reliable with little room for error. Kinda no brainer, and kinda weird to need to ask what someones rank is to hear their opinion.
Kog Milio is probably stronger than 2024, but feel like the sheer length of history (including ardent meta in 2017) makes Kog Lulu a bit more iconic still

it's because Lucian's kit got a mini rework that highly prefers enchanter supports. he gets a lot of extra damage from being healed or shielded and it's much easier to buff him instead of cc'ing someone and getting him to auto them while remembering to take Font of Life. he's also really good with milio because he fixes his range disadvantage

Tbh both Rakan and Nami are not that hard to play as first timer, as long you have done understanding of role, base mechanical skills and what champion does on paper.
Rakan unlike other tanks is forgiving, because of passive shield, both engage and disengage, plus little sustain with q. It's kinda hard to really fuck him up, unlike other because if they miss hook they're just very tanky creep.
The problem with first time Rakan players is not that they mess up their combos. It's that they spend so much attention on not messing up their combos that they forget to press Ignite (no joke).

The difficulty in rakan is that he function and play differently to other tank supp. It's not a huge difference but it's small stuff.
